Turkey Picks Saab To Mentor National Fighter Program

ANKARA Turkey has selected Saab to help shape its plans to design, develop and manufacture its first national fighter jet.

Ankara has already drafted three models, one of which likely will become its first indigenous fighter, although some analysts said Turkey should have opted for an unmanned model.

After lengthy negotiations with Saab, we have come to the conclusion to go ahead with this company to finalize our feasibility studies, a senior procurement official familiar with the national fighter program said.

He said that the Swedish aerospace and defense group already has assisted with the three models Turkish engineers have drafted, and these would be presented to top management at the countrys arms procurement agency, the Undersecretariat for Defense Industries (SSM), as well as to the Air Force.

We are working to make that presentation in September or October, the official said.

The Saab groups office here did not respond to questions by press time.

An official from Tusas Aerospace Industries (TAI), the local prime contractor for the program, said that one of the three drafts is a twin-engine stealth aircraft and the other two are single-engine models, also stealthy.

The procurement official said the program has two problems to overcome.

We need to pick up the right engine manufacturer with which we should be able to work out a long-term relationship. That will be essential. Also, we need to know that a meticulously devised cost-benefit analysis should prove this is a feasible program, he said.

A government official said the final decision on whether to launch the manufacturing phase would be made by Prime Minister Recep Tayyip Erdogan.

A lot will depend on the findings of the cost-benefit analysis in progress now, the official said. We would accept a certain margin that will make the Turkish fighter reasonably more expensive than available options. But if we find out that we could only manufacture a fighter, say, [at a cost] 40 to 50 percent more expensive than a proven, off-the-shelf buy option, then the prime minister would probably drop the idea.

According to a draft plan, the country is aiming for a maiden flight for its national fighter jet in 2023, the Turkish Republics centennial. Production would commence in 2021, and deliveries to the Air Force are planned between 2025 and 2035. The aircraft would remain in service until 2060.

This is a long-term plan, and given technological developments in the global aerospace scene, the Turks should perhaps have gone for an unmanned fighter, a London-based Turkey specialist said.

Earlier, TAI signed a technical assistance deal with Saab to carry out conceptual design work. This followed an August 2011 deal signed with SSM to begin the conceptual design work for the fighter and trainer jets that Turkey hopes to build.

Designing the first Turkish fighter, according to defense analysts, is a necessary but not critical step.

What is crucial here is whether this project would enable Turkey to earn capabilities to successfully integrate avionics, electronics and weapon systems into the chosen platform, the London-based analyst said.

Saab produces the JAS 39 Gripen, a lightweight, single-engine multirole fighter. Saab has cooperated with other aerospace companies in marketing the aircraft and has achieved moderate success in Central Europe, South Africa and Southeast Asia. More than 240 Gripens have been delivered or ordered.

In 2010, Sweden awarded Saab a four-year contract to improve the Gripens equipment, integrate new weapons and lower operating costs. Last August, Sweden announced it planned to buy 40 to 60 Gripen NGs. The Swedish order followed Switzerlands decision to buy 22 E/F variants of the jet.

For its fighter program, dubbed TF-X, Turkey hopes to copy the method devised to co-produce T-129 attack helicopters with Italian-British AgustaWestland.

We think this model has worked successfully and could be a template for our fighter program, the TAI official said.

Turkey also plans to buy the F-35. But Turkish officials said they wanted to develop a fighter jet with another country to reduce Turkeys dependence on Washington.

Turkey Looks Into Fifth-Gen Complement To JSF

Turkey's aviation industry has come a long way since it began building F-16 Fighting Falcons in the 1980s. Now it is confident that it can produce an aircraft in-country that will not only replace the F-16 but complement the F-35 Joint Strike Fighter in years to come.

Turkish Aviation Industries (TAI) has been working quietly on ideas for a fifth-generation fighter, dubbed the F-X, for several years, but 2013 represents a critical year in the decision-making process for the project. A $20 million two-year concept phase, started in August 2011, will end this September, and a meeting of Turkey's Defense Industry Executive Committee, which takes place at year-end, will define how the program will begin to take shape.

At the IDEF defense show in Istanbul last month, TAI displayed three potential single-seat design concepts for the aircraft: two conventional monoplane layouts, one with a single engine, not dissimilar to the F-35, and one with two engines, while the third featured canard foreplanes and a large delta wing. Each of the concepts features elements of design associated with fifth-generation fighter aircraft, such as faceted fuselages to reduce radar cross-section, internal weapons bays, super-cruise capability as well as advanced avionics and an active, electronically scanned array (AESA) radar system. Engineers have received input from Saab, which was drafted to consult on the program.

TAI officials suggest that the two single-engine concepts will have maximum takeoff weights (MTOW) of 50,000-60,000 lb., while the twin-engine version will have an MTOW of 60,000-70,000 lb. Diagrammatic drawings of the twin-engine aircraft show two weapons bays, one located between the air intakes that can house a pair of small short-range air-to-air missiles, and the other in front of the engines housing four larger missiles around the size of the AIM-120 Amraam.

According to industry officials, the requirements defined by the Turkish air force have changed at least three times, with the specification narrowing to what TAI and Turkish industry will be able to achieve in the coming years. Of the designs shown at IDEF, the twin-engine concept meets the requirements set by the air force, say industry officials, but the service prefers a single-engine aircraft to reduce cost and complexity. Although envisaged as a multirole fighter, TAI officials say the air force may give the resulting aircraft more of an air-to-air/air-dominance role as a primary mission.

Under the current timetable, Turkey will develop the aircraft at the same time as it is paying for the F-35. TAI wants to achieve a first flight for the F-X within 10 years. While the F-35 is set to replace the F-4 Phantoms and early F-16s in the air force inventory, the service sees the F-X replacing later models of the F-16 fleet purchased through various iterations of the Peace Onyx program. The last F-16 produced by TAI was delivered to the air force in December as part of the Peace Onyx IV program.

A number of technologies are being envisioned for the aircraft. Ozcan Ertem, executive vice president for aircraft at TAI, tells Aviation Week, we are looking at options for two crew to zero crew members. He suggests that in aircraft with two crew, one pilot could be working separately as a mission commander in control of a fleet of unmanned combat air vehicles, for instance.
Perhaps the biggest obstacle to the aircraft's development will be finding a powerplant, particularly if the air force sticks to its single-engine requirement. TAI began talks at last year's Farnborough air show with major engine manufacturers from the U.S., Europe and Russia

We are looking for the next generation up in performance and we are in contact with all the major engine suppliers, says Ediz Tarhan, program manager for F-X at TAI. It might be possible to develop something jointly with TEI, he notes, referring to Tusas Engine Industries.

Tarhan adds that the company is exploring a number of development models, including teaming with a foreign partner that could help fund the program based on a common baseline set of requirements. A second model could be a partnership with a country that has similar goals in producing a fifth-generation aircraft and would be willing to cooperate in developing, building and ultimately marketing the aircraft for export. South Korea was named in the Turkish press as being interested in joining the project when the concept phase began in 2011. The third model could involve a country or a company partner with experience in fighter design and development to provide technical assistance with the project, in a similar way as Saab is doing at the concept stage.

Turkey has a long way to go before it can realize its ambitions, but the resulting investment and spin-offs from the program could give the country's aviation industry significant credibility in the coming years as well as a product that could be widely exportable to nations unable to join the Joint Strike Fighter program.

Turkey must spend nearly $50 billion if it goes ahead with its plans to build and buy 200 locally built fighter jets and acquire 100 more F-35s from an US arms maker. And that amount doesn’t even include the cost of engines for the Turkish fighter

When Ankara plans to build its own weapon systems or just buy them off-the-shelf, it plans big and no one seems to be worried. But the Turkish ambitions to build a “made-in-Turkey” fighter aircraft and buy scores of the new generation, multinational combat jet F-35 may go beyond Turkey’s financing capacity.

Defense industry officials estimate that building eight prototypes for what will become the Turkish national fighter would cost Ankara over $10 billion. “Any figure in the range of $11 billion to $13 billion would be realistic,” a senior official familiar with the program said.

His guess for the final Turkish order if the entire program succeeded was nearly 200 aircraft. “We target $100 million per aircraft,” he said. “I think 200 is a realistic figure given our aging fleet of aircraft that will phase out in the decades ahead.

That means Turkey will have to spend $31 billion to $33 billion for the Turkish fighter it hopes to design, develop and manufacture. But independent analysts say this may be an over-optimistic calculation.

“We know that Turkey’s plans do not include developing an engine for the Turkish fighter. Moreover, I think, $100 million per aircraft is too optimistic given Turkey’s technological constraints, its high-cost industry and the fact that a newcomer [to the fighter industry] like Turkey will always suffer setbacks and trials and errors during the entire process.”

Turkey has been in talks with Sweden’s Saab for pre-conceptual design work for the country’s first national fighter jet. Saab is the maker of the JAS 39 Gripen, a lightweight single-engine multirole fighter. It was designed to replace the Saab 35 Draken and 37 Viggen in the Swedish Air Force (Flygvapnet). The Gripen is powered by the Volvo-Flygmotor RM12 engine, a derivative of the General Electric F404, and has a top speed of Mach 2.

Turkey hopes that under its fighter jet program, dubbed the TF-X, it can fly the Turkish fighter by 2023, the centennial of the republic. Turkey’s aerospace powerhouse, TAI, has been working on three different designs, and Prime Minister Recep Tayyip Erdoğan is expected to decide on whether to go ahead with the plan at a defense industry committee meeting later this year.

Meanwhile, Turkey, whose present fighter fleet is made up of U.S.-made aircraft, also plans to buy the F-35 Joint Strike Fighter, a next-generation, multinational program also led by the United States.

Most of Turkey’s fleet of F-16 fighters, being modernized by Lockheed Martin, and the planned future F-35s are open to U.S. technological influence. Only its older F-4 aircraft, modernized by Israel, and its oldest F-16s, being modernized by Turkey itself, are free from this influence. But these older aircraft are expected to be decommissioned around 2020.

Turkey’s defense procurement officials have said Ankara intends to buy around 100 F-35s. Defense analysts estimate the cost of the entire JSF program to Turkey to be around $16 billion, bringing Turkey’s fighter budget up to $50 billion together with the TF-X.

İngilizce konuşan kamuoyu bizim projemiz hakkında kendi kamuoyumuzdan daha fazla bilgi sahibi olma imkanına sahip ... Giriştiğimiz bu projenin önemini bizim kamuoyumuzdan daha iyi anlamışlar.

Benim aklıma takılan önemli bi nokta, ilk prototipi üretmemizin neden bu kadar uzun sürmesi öngörülmüş. ilk prototipin üretimi daha yakın bir zamana planlanabilir.

Bu başlık altında biraz beyin fırtınası yapmamızda sakınca yoktur umarım:

Amerikan sistemi:
ABD yeni uçak teknojileri geliştirip denerken, mevcut uçaklarına bu yeni sistemleri ekstra olarak takıp deniyor. Mesela bir yeni bir tip motoru havada test etmek istiyorsa, uygun bir uçağın üzerinde değişiklik yaparak yeni geliştirdiği motoru, envanterindeki bir uçara ekstradan monte edip öyle deniyor. O uçağın kendi motorlarını sökmüyor. Bir belgeselde görmüştüm şimdi arasam bulamam.

Veya mesela yeni bir tür Gyro geliştirmişse envanterindeki bir uçağın Gyrosunu sökmeden, yeni geliştirdiği Gyroyu da ekstra olarak o uçağa takıp deniyor.

Bizde de Aselsan vs yeni bir sistem geliştirince bu sistem mevcut faal bir uçak üzerinde değişiklik yapılarak, ekstradan o yeni sistem takılarak deneniyor.

Bu şekilde, mevcut, faal, denenmiş, kendini, kanıtlamış, güvenilir uçaklar üzerinde, yeni sistemleri teker teker o uçağa adapte ederek, daha gelişmiş bir yeni nesil savaş uçağını parça parça geliştirmeye dayalı sisteme "Amerikan Tarzı Uçak Geliştirme Yöntemi" diyelim.

Bu tarifi aşağıdaki düşünceme dayanak olsun ve açıklama getirsin diye yaptım. (uydurdum da diyebiliriz ne de olsa beyin fırtınası bu)

Biz TF-X projemiz ile öyle bir uçak üretmek istiyoruz ki bu uçak, gelişmiş bir savaş uçağı olacak; adeta F35 in rakibi olacak seviyede gelişmiş bir uçak olmasını istiyoruz neredeyse. Bütün gelişmiş sistemleri barındıran bir uçağın bütün bu yeni geliştirilecek sistemleri yeni olacak ve ilk kez denenecek.

Uçağın bütün parçaları, bütün sistemleri yeni geliştirilmiş olunca, haliyle bütün sistemler aynı anda teste tabi tutulacak ve bir sistemdeki olası problem/aksaklık diğer bütün sistemleri etkileyecek ve çözüm de bir o kadar zor olacak. Bir sistemdeki problemlerin çözümü, başka bir sistemdeki problemlerin kaynağını teşkil edebilecek. Bu bir ihtimal ve varsayım, gözardı edilmemesi gereken.

Bu olası sorun: ilk prototip üretildikten sonra da ilk uçuşta, ilk defa fiili uçuş testlerinin yapılmaya başlanmasıyla birlikte; bütün sistemler ilk defa geliştirildiği için, pek çok sistem hatası ve uyumsuzluklarıyla karşılaşılması sonucunu doğurma ihtimaline sahip.

işte bu bağlamda, 2023 te ilk prototipin uçurulması planlanan tf/Tx (ya da tfx 100 ya da tfx 200) ilk yerli uçağımız 2 yıllık testlerin ardından (en kötü senaryoyu düşünmemiz ve ona göre hazırlık yapmamız ihtimalini de değerlendirmek adına yazıyorum istemezükçülük olsun diye değil ya da her şeye bi kulp takıp olumsuz hava yaratmak isteyenlerden olduğumdan değil) eğer uçağımızın pek çok sistemi kendi içinde ve birbirleriyle sorunlar, hatalar zinciri oluşturursa geliştirme süresi uzayacağı gibi, maliyet de artacak; varolan kendine güvenle, özveriyle, iyiniyetle yapılan bütün çabalar emekler biranda karamsarlıklarla/olumsuzluklarla dolu bir projeye dönüşebilir belki başarısızlık kabul edilir ve karanlık bir tablo ortaya çıkar.(F35 te ABD ve Müttefikleri olan bizlerde olduğu gibi; Ama ABD F35 krizini herşeye rağmen iyi yönetiyor; aynı durumla biz karşılaşsaydık siyasi kırılganlığımız projeyi çok olumsuz etkilerdi bunları da düşünmek lazım. Öngörülemeyen sorunları keşfetmeye çalışmamız lazım.)

Halihazırda hava kuvvetlerimizin envanterine 2030 da girmesi planlanmış olan uçağımız, öngörülemeyen prototip problemlerinin çözümü için (2023 ten 2030 a kadar) 7 yıllık bir "sorun giderme süresi" ne sahip. Fakat bu süre çok uzun bizim için. Bize daha erken göreve hazır olacak bir savaş uçağı (aslında bana kalsa en az 3 çeşit) lazım.

peki öyle bir sorunlu durumla karşılaşma ihtimalimizi en aza indirgemek için ne yapmamız gerekir?

- Bu yazının başında belirttiğim "Amerikan Sistemi" ni uygulayarak bütün kritik sistemleri ve parçaları şimdiden üretmeye başlayıp mevcut uçaklarımız üzerine entegre ederek, fiili uçuş şartlarında test etmeye başlamamız gerekir.

- Eğer bir gövde tasarlayıp, gövdeyi ürettikten sonra bütün sistemleri o gövdeye göre geliştirmeye çalışırsak (Bugün F35 te yapılan hatada olduğu gibi) hem bekleyerek zaman kaybetmiş oluruz hem de (ABD nin F35 te başına geldiği gibi) pek çok mühendislik problemiyle karşı karşıya kalabiliriz. Bunu önlemek için gövdeye göre sistemler geliştirmek yerine, ihtiyacımız olan sistemlere göre esnek tasarımlı (Başlangıçta, gövde ille de böyle olacak diye diretmeyeceğimiz bir kesinleşmemiş, alternatif gövde tasarımlarını değerlendirmeye açık olacağımız bir planımız olmalı.)

Bir yandan motor çalışmalarızımız çoktan başlamış zaten ama önümüzde katedecek daha çok yolumuz olduğu açık.

Ayrıca ilk prototipte yerli motorda diretmediğimiz gibi ilk prototipte görünmezlik özelliğinden de vazgeçersek, kalan sistemlerin tamamını şu anda üretebilecek teknolojik altyapıya ve deneyime sahibiz, hatta bazı sistemleri üretebiliyoruz ya da kızmen ürettik.

Eğer mevcut imkanlarımızla hemen üretime başlarsak (Motor hariç ve görünmezlik özelliği olmayan gövdeyle) kendi savaş jetimizin ilk prototipini 6 ayda üretip yer testlerini başlatma kabiliyetine sahip teknoloji, tesis, tecrübe ve personele sahibiz. (TAI, 1. ; 2. ve 2. HIBMK'lıkları koordine edilirse)

Yok mevcut planla gidersek ilk prototipin uçurulması 2023 ü bulacak. Bu da 10 yıl demek: Bir uçağın bütün sistemlerinin sıfırdan imal edilerek uçan bir prototip geliştirmek için 10 yıl normal; ama bizim o kadar vaktimiz var mı? Hazır bir rüzgar yakalamışken bu rüzgardan çabucak yararlanmalıyız; yoksa yıllar geçer, iktidarlar değişir, konjonktür değişir, hatalar, aksaklıklar illaki olur her projede, ama krizleri göğüsleyebilecek siyasi irade herzaman olmayabilir bizde; sonra tökezlememizde kimlerin bize vurmak için sıraya girip ya da aralarında anlaşacaklarını; o zaman kucağımızda ne bulacağımızı; üstümüze kimlerin neler atmaya çalışacaklarını da ancak tahmin edebiliriz.

Bu riski azaltmanın en iyi yollarından biri de daha kısa sürede üretebileceğimiz, günümüz teknolojisine sahip elimizde mevcut olan tasarladığımız sistemlerle yolumuza devam etmek; geliştirmesi çok zaman alacak (5 yıl veya daha fazla) sistemleri geliştirene kadar hazır alarak %100 yerli inadımızdan (motor konusunda olduğu gibi) taviz vererek adım adım ama hızlı gelişmemizin önünü açmaktır.
 
Bugün % 50 sini bile tasarlayıp üretsek, bugün sahip olacağımız %50 yerli tasarlayıp ve üreteceğimiz (f16 ayarında olabilir ille de f35 ayarında olması gerekmez eğer 1 yıl içinde envantere girecekse) uçağımız, 2030 da envantere girecek olan %100 yerli ve f35 ayarında uçağımızdan milyon kat evladır.

Bugün %50 yerli tasarım ve üretim olan (gövdenin tamamı, yazılımın tamamı, diğer elektronik parçaların ve silah sistemlerinin %50 si bize ait olan sadece motoru yabancı lisanslı olan) bir uçağımız 1 hadi bilemedin 2 yılda envantere girse, seri üretime geçse (2030 da %100 yerli uçağımız envantere girene kadar) f16 larımıza destek olarak filolarımıza katılsa (ki bunu yapacak imkan ve kabiliyete sahibiz) yeme de yanında yat olur bence. Nasıl olsa eski plandan vazgeçmiyoruz sadece kalan % 50 yabancı kaynaklı sistem ve parçaları 10 yıla yayılı olarak üretmeyi amaçladığımızı varsayarsak başarırız.

Böylece de:
-uçağı 2 yılda envantere %50 yerli oranıyla alırsak, artık yabancı imal veya lisanslı uçak alım-ortak üretim bağımlılığımızdan kurtulma yolunda, geri dönüşü olmayan çok önemli bir adım daha atmış oluruz.

-Olası siyasi, ekonomik, konjonktürel çalkantıların bu %100 yerli uçak hedefimizi engellemesine önemli ve güçlü bir kalkanla koruma sağlamış oluruz. Her yıl bir- iki parça-sistemi millileştirip yabancı muadilleriyle değiştirerek envantere girdikten 10 yıl sonra kalan %50 sini de millileştirmiş oluruz.

Düşündüğümden uzun oldu ama umarım ne demek istediğimi anlatabilmişimdir. Uzun olunca yeni konu açıp sormak istemiştim ("tfx Yerli uçağımız hakkında beyin fırtınası yapalım" başlığıyla) ama "Copy & Paste is not allowed here" gerek görürse yöneticimiz taşır belki. olmazsa da kusura bakmazsınız artık. Böyle bir beyin fırtınası (gerçi şöyle bir bakınca fikirlerim çok sıradan kabul ediyorum beyin fırtınası olacak bişey yok bende ama) imkanı olsa siz ne söyler, nasıl yaklaşırsınız bu tfx imize "öngörülemeyen sorunlar ve önerilen çözümler" neler olabilir?

Sadece amerika tarzı değil, genel olarak böyle zaten. Mesela biz de Atak için geliştirdiğimiz görev bilgisayarı ve silah sistemlerini bir cobra helikopterinde denedik önce. ;)

Millî Muharip Uçak (MMU) Geliştirilmesi Projesi

Türk Havacılığının 1911 yılında kuruluşundan günümüze kadar geçen sürede uçakların yerli imkânlarla üretilmesi için büyük çabalar sarf edilmiş, Yüce Önder Atatürk tarafından tüm uçak ve motorlarının ülkede üretilmesi milli havacılık stratejisi haline getirilmiş ve önemli atılımlar sağlanmıştır. 1952 yılında jet motorlu uçakların envantere girmesiyle duraksayan bu süreç 1970’li yıllarda ilan edilen “Kendi uçağını kendin yap” kampanyasıyla F-16 uçaklarının montajının ülkemizde yapılması suretiyle devam etmiştir. 1997 yılında başlayan ve Türkiye tarafından 1999 yılında Konsept Geliştirme Safhası itibariyle katılım sağlanan Joint Strike Fighter (JSF) projesi, Türkiye’nin tasarım çalışmalarına katıldığı ilk muharip uçak projesi olma özelliğini taşımaktadır. Türk Hava Kuvvetleri günümüzde ulaştığı nokta itibariyle kendi ihtiyacı olan muharip uçağı tanımlayacak ve üretilmesi için gerekli faaliyetleri koordine edebilecek tecrübeye sahiptir.

Bu maksatla Türkiye Cumhuriyeti, 15 Aralık 2010 tarihli Savunma Sanayii İcra Komitesi (SSİK)’nin 545 sayılı kararı ile millî muharip jet uçağı üretme kararı almıştır. Bu karar ile, Türkiye’nin kendi millî muharip uçağını geliştirme ve üretme hedefinin tam olarak gerçekleştirilebilmesi ve Türk Hava Kuvvetlerinin 21’inci yüzyılda bölgesinin en güçlü hava kuvveti olabilmesi maksadıyla Millî Muharip Uçak (MMU) Geliştirilmesi Projesinin hayata geçirilmesinin önü açılmıştır. Projenin Konsept Geliştirme ve Ön Tasarım Safhası Eylül 2013 Eylül 2013 itibarı ile tamamlanmış olup,müteakiben Sistem Geliştirme ve Gösterim safhasına geçilmesi beklenmektedir. Tam harekât yeteneğinin kazanılması ile birlikte MMU, 2030’lu yıllardan itibaren F-16 uçaklarının yerini alarak Türk Hava Kuvvetlerinin insanlı muharip uçak ihtiyacını karşılamada önemli bir katkıda bulunacaktır.
